Is there anyone who can make a code for this welcome box, so that i can click the top right of it and it collapses, and then if i click again it expands......?

I need it to be clickable on the right handside, because on the left hand side where it says "Visit the great....." it is hyperlinked, so try make it clickable on the right hand side on the grad please
