It is a file on a webhost contaning CSS (Cascading Style Sheet(s)). It should have the .css extension.

You can use notpad to save it. Just make type .css after the file name. If you don't know css then you'd need ot learn it first.

I don't know about Microsoft Works. If you have notepad, that is good enough.
