It is a file on a webhost contaning CSS (Cascading Style Sheet(s)). It should have the .css extension. |

You can use notpad to save it. Just make type .css after the file name. If you don't know css then you'd need ot learn it first.

I don't know about Microsoft Works. If you have notepad, that is good enough.
