Step 1) Create a new 500x500 Document with 72 pxls resolution and a transparent Background Step 2) Go to Filter>Render>Clouds Step 3) Now, Go to Filter>Distort>Wave. Use the following Settings: Number of Generators: 999 Wavelength: min-10,max-230 Aplitude: min-5,max-76 Scale: Horiz.-1,vert.-1 Type: Square Undefined Areas: Repeat Edge Pixels Click "Ok" Step 4) Press CTRL+J to Duplicate the current layer Step 5) Go to Filter>Sketch>Chrome and use the following Settings: Detail: 7 Smoothness: 10 Click "Ok" Step 6) Now, go back to Filter>Distort>Wave and use theses Settings Number of Generators: 999 Wavelength: min-10,max-230 Aplitude: min-5,max-76 Scale: Horiz.-1,vert.-1 Type: Sine Undefined Areas: Repeat Edge Pixels Step 7) Set the top layers blend mode to "Overlay" and press CTRL+E to merge Step 8) Press CTRL+J to duplicate it Step 9) Go to Filter>Distort>Pinch. Use 100% for the "Amount". Click "Ok" Step 10) Press CTRL+F 3 times. Step 11) Set the layers Blend Mode to "Lighten" and press CRL+E to Merge Step 12) Now, just Color it using CTRL+B, not CTRL+U, to get a better coloring tone. If you are Curious, I used these settings for coloring it: Midtones: Green- 50 Blue- 100 Shadows: Green- 50 Blue- 100 Step 13) If you want, you can press CTRL+J to Duplicate the layer and set the top layer to "Soft Light" and then CTRL+E to merge it to add a ncier effect to it, in which I used.
