Step 1 Lets open a new document at least 400x400 pixels with a black bg. Now select your polygon tool, set your foreground color to white and draw a minimum of 5 polygons on your document (Different sizes etc...). Then go to Filter-Blur-Radial Blur with settings: Amount-100 Blur Method-Zoom Quality-Draft. Then press Ctrl-F to repeat this 2 more times.
Step 2 Now go to Filter-Sketch-Chrome with settings: Detail-10 Smoothness-7. Then go back to Filter-Blur-Radial Blur and use the same settings in step 1. Then add chrome once more with the same settings.
Step 3 Next duplicate the layer. Then set it's mode to Hard Light. Now go to Edit-Free Transform-90 CCW. Finally press Ctrl-U and give the top layer color. Then your done.
